Koren Development Company (KDC), founded in 1986 by Steven S. Koren, Past President, is a full-service development and management organization which utilizes technical proficiency, in all aspects of land development, to create optimum values and favorable positions in land.

In 2016, Jim Roberson and Kevin Wingate became President and Vice President, bringing over 30 years of experience in civil engineering and all aspects of land development, i.e. entitlements, zoning, financial reporting, scheduling, construction activities and close out of projects.  KDC has been involved in mining reclamation and development of quarry sites since the 1990s.  KDC has managed and redeveloped the Greenspring Quarry, located in Baltimore County, Maryland, and the Delight Quarry, located in Reisterstown, Baltimore County, Maryland.

With the passing of Jim Roberson in 2023, the company has added Wayne Newton, P.E. as a Partner to assist the team. Wayne comes with over 35 years of experience in the Land Development field including Civil Engineering, Surveying, Project Entitlements, Development and Construction Experience. Wayne is a Licensed Professional Civil Engineer and has worked in all facets of the land development arena over his career. Wayne is highly respected among his peers and has been selected as the Town Engineer for several municipalities in the State of Maryland. Wayne’s knowledge, experience and reputation as well as affiliated companies allows Koren to continue the tradition of excellence into the future.

Establishing value and increasing it exponentially over time are the most important services that KDC provides.  KDC’s ability to accomplish these services is based upon industry knowledge, value engineering as well as their ability to obtain zoning entitlements and plan acceptance.  Their skill level is carried forward through the construction and project close-out phases.  In the early stages of a project, KDC undertakes a feasibility analysis which defines a project’s available paths.  This site review entails studying zoning classifications, related environmental issues, project constraints, the market and financial impacts.

KDC may engage other professionals, such as attorneys, engineers and planners, to specifically help establish the project.  KDC’s employees are Professional Engineers (PEs) who have the ability to control phases which include the plan approval process, the contractor bid process and scheduling and construction so all possible advantages are obtained and field changes are minimized.

Budgets, cost control initiatives and other management reporting systems are vital services that KDC provides.  Security release and managing the dedication of facilities for public use are important steps in the completion of the development process.  These are given full priority by experienced professionals.
